1994
Creation of the ACGP by decree D/94/167/PRG/SGG of November 30, 1994. Direct attachment to the Presidency of the Republic, with the mandate: public project management of major projects.
1997
Reform of the public procurement code
2000
Redefining the responsibilities of the ACGP
2012
Second reform of the institutional and regulatory framework for public procurement
2018
Promulgation of Law L/2018/No. 027 establishing the governance rules for public projects in the Republic of Guinea. ACGP is refocusing on its project management mission and is no longer involved in public procurement.
2021
ISO 9001:2015 certification by MSECB (Canada). ACGP becomes the only public entity in Guinea to hold this certification.
2024
In October 2024: Adoption of the 2024-2028 Strategic Plan, structured around 8 key areas. Decree 0176 establishing the general framework for public investments. ISO 9001:2015 recertification in March.
2025
Transition to the status of a sui generis body. Establishment as the sole and statutory public project manager. Intervention threshold set at 50 billion GNF. 473.8 billion GNF saved for the State (Jan.-June 2025).

Assistance and advice
The ACGP supports project owners by providing them with its technical expertise and strategic vision. It assists them in choosing the most relevant solutions to ensure the success and sustainability of national projects, in line with the 2024-2028 Strategic Plan.
Control and supervision
The ACGP ensures compliance with standards, the quality of works, and the adherence to deadlines for public works projects. It monitors the progress of the work and protects state investments. Results: 473.8 billion GNF saved, 2,450 km of roads inspected, 164 projects supervised, and 202 progress reports by 2025.
Project studies
ACGP designs and finalizes the technical studies essential for the implementation of major public projects. These analyses inform the government's strategic decisions while ensuring the viability of infrastructure. Results: 2,130 km of roads studied, 28 buildings studied, 7 agricultural projects covering 4,400 ha.

1. What is the ACGP?
Created in 1994 by presidential decree, the ACGP (Administration and Control of Major Projects) is the public project management tool of the State: it ensures the study, technical control and supervision of major infrastructure projects, placed under the direct authority of the President of the Republic.
2. What types of projects do you follow?
ACGP intervenes in projects exceeding 50 billion GNF in 8 sectors: infrastructure and transport (2,450 km of roads controlled), energy and mining (1,000 MW installed), public buildings (164 projects supervised), agriculture (10 projects), urban development, environment, technology and economic studies.

The mission of the ACGP is to ensure that every public project is carefully designed, soundly executed, and truly beneficial to citizens. It guarantees technical quality, adherence to deadlines and budgets, and compliance with international standards, which has resulted in savings of over 473.8 billion GNF for the State between 2022 and 2025.

7. What is Simandou 2040?
Simandou 2040 is Guinea's most ambitious national strategic program: the world's largest integrated mining and infrastructure project. ACGP is the central technical coordinator, with 50 structuring projects identified and coordinated in partnership with four internationally renowned consulting firms.
